Субнаціональні політичні режими в Україні: інституційні траєкторії розвитку у 2006–2010 рр.

У статті розглянуто особливості функціонування та траєкторії розвитку субнаціональних політичних режимів в Україні у 2006–2010 роках. Обґрунтовано актуальність теми через потребу подолати обмеженість аналізу лише на національному рівні та розкрити особливості політичних процесів в одиницях, що функціонують за своїми правилами, нормами та інституційними конфігураціями. Здійснено критичний огляд основних теоретичних підходів до осмислення феномену "субнаціональний політичний режим" та його зв’язків з економічними, культурними й інституційними чинниками. Показано еволюцію об’єктивних технік вимірювання серед зарубіжних дослідників та узагальнено наслідки цього процесу. У статті запропоновано власний інструмент – Індекс субнаціональної демократії, що розроблений на основі модифікації попередніх методик і власних напрацювань. Його апробовано на територіальних одиницях України (24 області та АР Крим) у межах двох електоральних циклів 2006 і 2010 років. Застосування індексу дало змогу кількісно визначити інституційні траєкторії розвитку режимів та типологізувати їх за шкалою від автократії до демократії. Результати продемонстрували, що у 2006 році більшість одиниць мали демократичний чи наближено демократичний типи режиму під впливом "демократичного імпульсу" Помаранчевої революції. У 2010 році, у контексті внутрішньополітичної кризи та посилення вертикалі влади, було зафіксовано зростання частки автократичних режимів. Відзначено, що політичні зміни на загальнонаціональному рівні у 2004–2005 та 2010 роках не призвели до повної інституційної гомогенізації, а зумовили формування кластерів з різними траєкторіями розвитку режимів.
