Між легітимацією та імітацією: меритократичні реформи в слабко інституціоналізованій демократії (на прикладі України)

Стаття присвячена критичному аналізу меритократії як інструменту публічного управління в умовах слабко інституціоналізованих демократій на прикладі України. Авторка виходить із тези, що меритократія не є автономним чинником підвищення ефективності та легітимності влади; її результативність визначається якістю ширших політичних інститутів та механізмів відповідальності.
Дослідження базується на двох гіпотезах: (H1) у демократіях зі слабкими інституціями формальне впровадження меритократичних інструментів (підвищення оплати праці, професіоналізація добору) без належної підзвітності не забезпечує стійкого позитивного впливу на соціально-економічні результати; (H2) за умов ослабленої політичної відповідальності меритократичні реформи можуть посилювати асиметрії у доходах і статусі всередині державної служби та між елітами і суспільством, не підвищуючи ефективності публічної політики.
Методологія поєднує підходи порівняльного інституціоналізму, теорії демократичної підзвітності, порівняльний та інституційний аналіз нормативно-правових актів, а також вторинний аналіз даних. Систематизовано теоретичні підходи до меритократії як принципу організації, моделі винагороди та інструменту легітимації. Порівняння зі стабільними демократіями та країнами Центрально-Східної Європи дозволяє окреслити структурні обмеження її застосування в умовах інституційної крихкості.
Емпіричний розділ охоплює період після 2014 р. в Україні. Показано, що фрагментарність реформ, слабкість горизонтальної відповідальності (зокрема обмежений парламентський контроль за урядом) і збереження неформальних практик зумовили переважно імітаційний характер меритократичних змін. Аналіз не виявляє стійкого зв’язку між зростанням винагороди топпосадовців і покращенням соціально-економічних показників, водночас фіксується посилення внутрішньобюрократичних диспропорцій у доходах.
У підсумку обґрунтовується, що за відсутності дієвих адміністративних санкцій і політичної відповідальності меритократія в Україні виконує радше функцію зовнішньої легітимації та "керованої професіоналізації", ніж інструменту демократичної підзвітності й підвищення результативності врядування. Стверджується необхідність інтеграції меритократичних процедур у цілісну систему політичної та адміністративної відповідальності як передумови їх ефективності.
